[Silerra] High quality textures

Description
This mod is a fork of the original HighQualityTextures mod by AUTOMATIC1111. It allows you to load DDS files and changes the texture compression rate. The original mod was created to improve the quality of textures in RimWorld, and this fork builds on that foundation to provide even more features and improvements.

Because there are loads of people suggesting to use rimpy, because they don't know better.

Rimpy's texture process seems to be messed up. Rimsort is tested working. (Tested as in I lunched it and checked for the errors, and red boxes. Looks good.)

sad noises. i cant play 1.6 without .dds because my laptop is a piece of trash. dds conversion makes it load
