I've also had this missing addon issue occur with various other mods across the workshop, and for no apparent reason either. I don't believe this is a problem inherent to the addon itself but rather an issue with the workshop occasionally failing to correctly load a user's subscriptions. A problem that only gets worse the more addons it has to verify upon start-up.
If this (or any addon for that matter) continues to pose an installation problem for you, I would highly recommend simply moving the mod file directly into your addon's folder. This can be easily done by opening up your Left 4 Dead 2 install directory and navigating to the workshop folder via:
[Left 4 Dead 2\left4dead2\addons\workshop]
These are where the game will install a user's workshop subscriptions . Inside you should find various addon files (.vpk) all assigned with numerical names (i.e. '3497496264'), paired with a thumbnail image (.jpeg) to help identify what is what. All you need to do from here is:
1) Find the 'All Damage Staggers [VScript]' workshop thumbnail and the accompanying vpk file.
2) Drag both the vpk and jpeg file out of the workshop subfolder and into the parent 'addons' folder.
3) Unsubscribe from the respective addon on the workshop.
4) Done!
By doing this you're manually installing the addon, skipping the workshop's installation and verification process. As a benefit, any addon installed directly will immediately load upon start-up. Just remember: you will need to manually delete the file if you want to uninstall it.
Feel free to rename both the vpk and image file if you wish. The image file is not strictly necessary but I suggest you keep it regardless, as it'll help prevent any confusion.
If you cannot find the vpk file in your workshop folder, this is a separate installation issue and requires further action.
This can be done with any addon that refuses to load for you via the workshop so I hope this helps!
