Early Sand Swapping

In vanilla Terraria it is impossible to block-swap a sand block if there's another sand block above it and you don't have a pickaxe with at least 110% pickaxe power (e.g. a Cobalt Pickaxe) in your inventory.

This mod removes that silly restriction so that you can always block-swap sand blocks (and also any other blocks with gravity).

Building underground stuff in the desert in pre-hardmode is actually pleasant now!
