Fixes the encyclopedia. Adds sliders for unit details and garrisons. Nothing should overflow.

### Compatibility
Compatible with anything that does not edit the same files.
Simple visual edit, 99% it doesn't conflict with anything.
If it does, put on top, should be just fine.
