It's not compatible with the Fallen Eagle. This mod is dependent on the vanilla map. Minor changes to the vanilla map would be fine, but the Fallen Eagle changes it significantly.
would u include a line in description?
here's my Chinese translation:

1. It's just some minor rebalancing. The most noticeable changes will be:
Nerf:
- Locking demand_admin_interaction so that only is_independent_ruler can use it.
- duchy level admin vassals now cost maintenance money (though the cost is very minor).
- Vassals might start adopting heretical religions if your admin realm becomes too large.
- lower Men-at-Arms limit.
- decreased levies
Buff:
- Crown Authority is no longer required for level 2 and 3 Provincial War Declaration laws.
- You can call feudal/clan vassals as allies in your war. (I'm considering locking it behind Crown Authority).
2. I may add Hispania and Gaul when I have time, but I don't have any specific plans...
this mod:
1. nerfs admin government
2. adds special kingdom-level vassal types (exarchates, dioceses...)
3. decision to restore semi-historical Roman provinces.
4. implements great schism (opinion modifier)
I made this mod for personal roleplay purposes, so it doesn't have much.
