Tweak Journey - Idle City Project

Description
Hello, this is a simple mod which adds city project with very high production cost into the game. This city project can be used for city idle. You can achieve something similar by disabling "Enable Mandatories" option in UI settings, but that will also disable some other useful popups. With city project like this, you will be able to basically disable only construction notifications from cities of your choice.
