"Dummy crew" sounds like they don't have a job. It is possible for crew to be aboard a ship that do not have a job-- only ways i know this is caused in the course of play is by picking up escape pods or by capturing a ship which either already has prisoners, or by beating a yaki boarding party to the ship. (the boarders wind up as prisoners, who are essentially jobless crew)
