Vault Dweller Civilians

Description
Adds some civilians wearing vault dweller outfits from Fallout.

You may have noticed that only male civilians are wearing the outfits, It's because VTFEdit was acting weird.
Everytime I worked on the female version, it just resulted in missing textures. So.. yeah.
Edit: I fixed the VTFEdit error, there now should be female civilians wearing the vault dweller outfits!

Credits to Cipher Purinina and Renars11_ for suggesting Vault 17 and Refugees :D

imagine if someone replaced the skybox so that you see the the roof of a massive cave or vault.

there's even an unused MVM Skybox model in TF2 that would work really well,
