Fixed Recon Bike - C&C_Under

Description
In this modded version of C&C Under, I have attempted to fix the Recon Bike left in the game files by Westwood Studios and introduce it into the game in a semi-balanced way.

Here are a list of changes:
- Re-rigged the Vehicle from scratch
- Altered Physics to match with new rig and provide believable amounts of speed
- Rebalanced Health, Armour and Weapons to reasonably fit in with the rest of the game
- Implemented new sounds taken from Tiberian Sun: Reborn
- Implemented the Purchase Icon from the cut Renegade Beta files.

TT doesn't have Steam Workshop support so its not surprising it doesn't work.

It was surprising that this vehicle was missing in the original release, especially when there is a cutscene where the recon bike is present, but never seen in game! It had such a cool design! (All Nod's vehicles had great designs in Renegade in fact.)
