This is an outfit turned full-fledged mutator of The Dude from POSTAL 4.

Installation is simple, just click Subscribe, then open POSTAL 2 and go to the workshop menu in New Game, select mods and find where it says "POSTAL 4: No Regerts Dude", select it and enjoy.
