What are Performance Layers?

Performance layer are specially designed layers that remove some graphical fidelity (Contact shadows), and make the layer more saturated in order to improve performance. From my personal experience of testing I have received an extra 30-40 FPS from performance layers, similar to what the old MEE mod did to save on performance :)
