Ratkin Apparel Layer Fix

Description
The textures for the ratkin outer layer apparels are now displayed below the hair textures, and the textures for the backpacks are now displayed on top of the outer layer apparels' textures.
Also fixes a texture file naming bug for the ratkin santa robe, now its north side texture can be displayed correctly.

@Ayaka I just ran a test. The NRP backpacks are showing above the OA outer layer clothings with my mod enabled and there is no hair-under-clothes issue. So I think there is no need for my mod to add support for OA.

I'm not sure, I just know the backpacks for instance from NRP sit under the layers for OA's clothing.
