Formed almost 200 cycles ago on the 12th of Mi, 368 SN, the CYC is one of the oldest surviving alliances in the galaxy. The alliance began when a group of liberated artificial intelligences (then called the Filia, rather than the Yzzava) signed a defense treaty with the Cir Empire, with whom they had been unofficially trading for some 23 cycles. The treaty benefited both factions immensely in the Cir-Uosdïf War (kē-WƏSHdē wôr) of 379, and by 392 SN it was agreed that their governmental systems should be integrated.

Doing so, however, proved difficult; the Filia did not have a dedicated central government and preferred to make any necessary legal or diplomatic decisions by consensus of a temporary council selected by lottery as needed, while the Cir Empire was governed by the thirty-six Owrefa (ōRĀF, singular Owyr/ōWĒ; lit. "great/noble eyes,") hereditary officials who were each responsible for various different aspects of the Empire. A compromise was eventually reached: existing Owrefa would keep their positions, but 8 Filia Owrefa would be elected and added to their number to permanently handle matters related to their own people.

This decision, and the debate that led to it, resulted in a significant amount of strain on the newly-formed alliance — and a corresponding spike in discontent and unrest among the common people. The Filia were unhappy for a variety of reasons, arguing that the new government put an unfair amount of power in the hands of the Cir, or that any form of centralized government would inevitably lead to corruption; many Cir were also unhappy, because they had been hoping for a reform or replacement of the old Owrefa system. Several of the Owrefa, realizing this, attempted to quell the unrest with a series of propaganda campaigns framing the Filia as a confused people in need of direction and the Cir as benevolent saviors providing this direction. These campaigns mostly had the effect of separating the Cir and Filia, which may have been the intended effect, as it dampened any attempts at a unified uprising.

However, the Owrefa's efforts did little to calm the simmering dissatisfaction amongst both peoples. Perhaps as a result of this, Kaarm Paosildme, one of the new Filia Owrefa, was assassinated by an unknown killer on 3 Och 395. The assassination of Owyr Kaarm immediately led to an explosion of discontent, as blame was launched in every direction. Countless independent revolts rose and fell over the course of the next 25 cycles, leading to this period of time gaining the title of the "Boiling Cycles." However, despite the assassination, and despite increasingly desperate propaganda and law enforcement efforts by the Owrefa (including at least one of the eight Filia,) popular opinion managed to remain in favor of the alliance. Owyr Kaarm's death had the ultimate effect of martyring nem, angering the Filia but also solidifying the Cir peoples' doubt towards their government and sowing sympathy towards the Filia. The authority and legitimacy of the Owrefa had effectively been broken, and in 440 SN, the 14-cycle Crvela Revolution (kTHĒL revəLO͞Oshən) finally succeeded in toppling the old system and installing a new one.

The revolution wasn't quite the end, however; a few more cycles of turmoil ensued as the new government — a simple elected parliament — proved too weak to maintain adequate control. Eventually, a system that is essentially the modern CYC government emerged, based on the old system used by the Filia before the alliance. A registry of eligible citizens is maintained, and every 2 cycles, a new set of 324 councilmembers are randomly selected from their number. The council assembled by this process then has the authority to write and alter laws, negotiate treaties with other nations, regulate trade, and appoint officials to various smaller organizations maintained by the government.



My submission for the 2025 mod jam! Just a simple little faction with minimal shrouds and like 10 weapons (if that), but somehow they ended up with the vibe of a high-effort worldbuilding project so I'm rolling with it! Kepler if you pronounce the name incorrectly on stream I'm never making a faction with actually good thrusters again :)
