Adds Controlled Pairs Gaming as a Squad Lead for Rangers! Including his already in game voice pack

He is free to place (doesn't take up a deploy slot and what would a squad be without their leader?) and has access to standard ranger weaponry including under-barrel GLs. He also inspires nearby squad members giving them a small accuracy and crit chance bonus, and ability to recover from suppression faster!

Probably wont be compatible with other mods that change unit.xml as it doesn't create a new unit and only amends the vanilla rangers
