Tubeway Levee

Description
Adds a Tubeway Levee block to IronTeeth and Greedy Builders.

The Tubeway Levee block is a Levee block that also has a Tubeway running through it, allowing you to build a tubeway through the dam.

@SgtStorm Tubeway stations work underwater, so not necessarily.

Minor issue but the scale of the Tubeway Levee Tunnel is off compared to regular tunnels.
This is particularly noticeable on the gray preview meshes and while looking underground.
