Simple SCP:SL Styled Point

A point functionality run with a simple concommand (That is unfortunately invisible to the client by default ???)
It is a team colored, rudimentary clobbered together pinging system with an icon and marker.
There are four different icons, for pointing at:
Generic -- Any surface or unregistered ent
Doors -- func_door and func_door_rotating
Buttons -- func_button
Life -- player and npcs

Adds two user commands:

point
-- point makes a ping for all nearby players to see

point_team
-- point team makes a ping for all teammates to see globally

And a few server CVARs:

sv_scpsl_point_onlyteam
Default: 0
Nonzero means All pings are team pings only

sv_scpsl_point_notanon
Default: 1
Nonzero means Sender's name appears under ping

sv_scpsl_point_range
Default: 400
Non team pings show for everyone this far away (in HU)
