Just Another Proximity Voice Chat

This is a modfied version of the Enhanced Proximity Voice Chat by sergeant. (So the same proximity feature toggles apply here)

• Allows dead/spectating players to talk to one another.
  
• Alive players cannot hear the dead.
  
• The dead can hear the living.
  
• In TTT specifically: In Preparing & Round Over, proximity is disabled (Global voice enabled)

This change was intended for TTT, as when my friends and I played together, dead players would want to talk to each other. (It should also work without TTT, haven't tested that though)

I had to make this addon public, as I wasn't able to use it on the server when it was private.
