A few boat tweaks

Toggle these in the settings:

RECIPES
- Boat Patch costs 2 Logs + 1 Rope, just like it look, and without Think Tank
- Kelp Patch costs 1 single kelp. This option also makes Kelp Patches infinite
- Kelp Bumper also costs 1 single Kelp
- Shell Bumper costs 1 single Shell
- A difficult but reasonable recipe for Battle Paddle: 1 Log + 1 Palmcone Scale + 1 Tree Jam that sticks them together

VERY DELICATE FIXES
- Boat deployment is now one wall shorter, just enough so you can now fit boats inside rivers
- Repairing leak now has an extra arrival distance of half a wall, letting you repair leaks that spawn under structures
- Sinking pigs wake up on boat if the boat is within 5 tiles, very helpful in your Crab King battle, and ONLY TOO REALISTIC!!!

OUR BELOVED GRASS RAFT
- Grass Boat now lasts forever, but, on the flip side, they are no longer leak proof, and only have 120 health, down from 200
- Invincible Crab King Bumper

MY BOAT LIFE
- Fill Watering Can with ocean water
- Store Bull Kelp Root in fridge
- Drowning penalties are removed, except wetness which is halved, because DST physics are frustruating enough

OF MONKEYS AND...
- Burn Pirate Bandana for fuel like Cutless
- Captain's Tricorn now has the same Rain Protection as Rain Hat because it should!
- Monkey Queen accepts Banana Pop, Banana Shake and Frozen Banana Daiquiri
