Due to Sleep Needs increasing rapidly in Prisoners ages 50 and up with their needs be ingcritical in 5 hours and the Elderly with in 3 hours tit leads them to setting off and attacking others which is dangerous if they have the Deadly Reputation with a Drill (We do not need another Stephen Knight) this change makes the need only go up to High (orange) which will still heavily affect Concertation during programs but not boil over to rioting!
