Necromancer Retune

Description
Even with a full mana bar, I have found using the Necromancer to be much harder to keep the tank up than with the Druid or Priest. The Priest can pump out a new shield every 6 seconds (talented) with free Renew (talented) resulting in burst healing per second (HPS) throughput 3 or 4 times higher than the Necro. The Necro's DPS doesn't seem high enough to be a good trade off for that lack of burst HPS, and the Necro's fully ramped-up HPS does not seem good enough to offset that disadvantage of needing time to ramp up.

The purpose of these changes is to give the Necromancer higher DPS -- now about half of a dedicated damage dealer -- as well as make tank healing a little easier.

The Necro's rotation now will be to keep Soul Eater up all the time, use instant Eat My Flesh each cooldown, pay for the HP cost of Eat My Flesh by letting the Seal expire, add Last Incantation as needed, and spam Soul Suck.

Changes:

Soul Suck damage raised 30%.
Soul Suck healing per point of damage lowered from 3 to 2.4.

Raising the damage and lowering the healing multiplier of Soul Suck as described resulted in a healing improvement of about 4%.

Soul Eater changed from healing the caster to healing the Seal of Necromancy carrier.
Soul Eater mana cost reduced about 15%.
Soul Eater tick rate changed from per 6 seconds to per 3 seconds.
Soul Eater damage raised 60%.
Soul Eater heal per point of damage reduced from 3 to 1.5.

Raising the damage and lowering the healing multiplier of Soul Eater as described resulted in a healing reduction of 20%. But now all this healing can be directed to the Seal of Necromancy carrier.

Eat My Flesh mana cost raised 23%.
Eat my Flesh changed to instant cast, no queue, 12 second cooldown.

Seal of Necromancy cooldown was reduced from 10 seconds to 6 seconds.
Seal of Necromancy now heals the caster as well as the Seal carrier when it expires. The Chosen One talent that improves this healing does not apply to the Necromancer’s portion.
Seal of Necromancy healing on expiration has been reduced by about 7%.

Now casting Seal of Necromancy reduces the Necromancer's threat against all enemies by 20% on cast.

The purpose with this feature is to create a tension between letting the seal expire in order to gain the necessary healing per second to keep the tank up and to heal the Necromancer (who now will be using Eat My Flesh each cooldown and taking chip damage), and using it as an on-demand threat reducer by recasting the seal before it expires.

Lastly, added a mana cost to Quiet Spirit (group heal), allowed it to be castable in combat, and raised the cooldown from 2.5 minutes to 6 minutes.
Cast time is still 6 seconds. Gives it a potential use other than acting like food, of which there is no shortage and very little utility.
