Description
Juggernauts are now mega shipyards.

~ mega shipyard site is now a superstructure
~ unlocks with refit standards tech and auto builds into a Juggernaut
~ Juggernaut ship section moved to construction ship as a powerful lategame ship section
~ Mega shipyard Jugg builds only on neutron or pulsars, you may build as many as you can afford, but only one at a time per star
~ Mega shipyards are NOT built for combat, they are only defended by hangars
