I've decided to keep it as a single state for this smaller mod to keep it feeling vanilla which is something I value. However for a more ambitious mod I'm working on I've chosen to separate it into two states to better emulate the historical period it's based on

maybe split it into two, adding warmia would be the perfect thing to do, the plc fell barely 40 years prior to the game start and they had half of eastern prussia

10/10, now fix Vilnius too and make actual Poland possible.
