I am also confused as to why you couldn't strongarm the mayor into building the wall, since you mentioned being helpful across all quests. Then again, I am not the developer and this achievement seems to have quite some weirdness to it.
- The President's Own (ready to turn in to president)
- The Age of Carries (go to Wolfden)
- The Future Of Mankind (says to continue the main branches)
Is this consistent with the save you loaded up?
I still have pre Wolfden saves where I have the Tax quest completed but it won't let me proceed
I popped back into a backup save just for you with a vengeful MC and the option is there - but I haven't gone back to Wolfden to decide the fate of the carriers.
