What does this submod do?

This mod increases the maximum number of state construction slots to 112 and accordingly adjusts the number of construction slots according to the population. In addition, a decision was added to increase the construction slots by about +2-3 cells, which should slightly simplify construction for sparsely populated countries. Also, localization was added to Russian, Polish, French, Spanish.
