What does this submod do?

This mod increases the maximum number of state construction slots to 112 and accordingly adjusts the number of construction slots according to the population. In addition, a decision was added to increase the construction slots by about +2-3 cells, which should slightly simplify construction for sparsely populated countries. Also, localization was added to Russian, Polish, French, Spanish.


Now this mod instead of using the total number of slots will use the slots separately, the reason for this decision was that the AI ​​does not always use an increase in the number of slots in solutions, thanks to Google Translate
