Overwrite background income to 150% of initial value

Description
This mod sets the background income to 4500 instead of 3000.

This mod have higher priority then small armies campaign, so the small armies campaign value of 6000 will not be used if you use this mod.

If you want another value just copy this very simple mod and modify it.

Does this apply to player only or the AI as well? I've been looking for one to help boost my friends and I for game start without being to cheaty.
