Allayi Doubled Approval Bonus

Description
Fix of The-Cat-o-Nine-Tales's Allayi Approval, as original mod no longer works. I think vamilla Allayi are kinda weak, so it makes them stronger.

Doubles the bonuses and penalties for high and low approval for the Allayi and custom factions with the We Chosen Few trait.

@cmorikun be awared that in city and empire screens it still shows, let's say, +15%, but actually gives +30%
