Workaround:
0. Report a year-old bug so the CA fixes it can freely ignore it.
1. Download the Console Commands (Modding Tool) from Workshop: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2791241084
2. Activate the mod and go into the game. Load your save and click on the button added by the mod.
3. Type "kill" without quote marks and select the enemy agent.
4. Press the button with arrows near the text field where you had typed the kill command.
5. Enemy agent will disappear and you can move once again.
