Allows the configuration of various TOR settings.
Includes modifications for certain game mechanics.
Bug fixes applied.

[Additional Notes]: Future versions of this MOD may consider separating the content under "Mechanism Adjustments" into its own MOD. If needed, please stay tuned for other MODs that I will release.

1. The Steam version of the mod may be updated after the TOR update, if remembered.
2. For English localization, please download two unreleased versions from GitHub manually.
3. Due to the game's localization logic, English support cannot be achieved via configuration files alone—a separate mod file is required.
4. The mod has been split into two components, and both are needed for full functionality:

1. Fixed an issue where starting a new game with the Empire culture could cause the game to crash.
2. Fixed a crash that occurred during unit upgrade tasks when upgrade cost reduction was set to 100%.
3. Fixed an issue where unit upgrades for other cultures wouldn't work when upgrade cost reduction was set to 100%.
4. Added several optional features.
