Adds a decision for creating a new unique building with reduced functionality of the university. (Best education for children + visiting the university for adults)

The decision is available if your country does not have a university or other school and only once per character.
To activate, the capital must not have a special building slot, 10 development, and the character must have reputation level 3 and the Scholar or Theologian trait.
