The Chaos Insurgency (C.I.) is a major paramilitary faction and longstanding rival to the SCP Foundation. Initially composed of defected Foundation agents, the Insurgency has evolved into a ruthless organization dedicated to destabilizing Foundation control through the use of anomalous objects, guerrilla warfare, and espionage.

While their access to SCPs is more limited than that of the Foundation, the Insurgency is far less restrained in how they utilize them, often weaponizing anomalies without ethical concerns or containment protocols.
