Step 1: Obtain the Lossless Scaling app.

Step 2: Run it with these settings:
Scaling type: off
Frame Generation: LSFG 2.3 - Mode X2
Performance: On
Synch Mode: Off

The games game logic is normally tied to its frame rate. So mods that would try to unlock its frame rate also speed the game up and make combat more difficult. By using AI frame generation, you can get 120 fps with the only downside being ~1 frame of input lag you won't notice.

(If anyone has better or free tools that can accomplish this, let me know. Lossless Scaling is by far the best solution I've found.)
