More Combine Chatter Variety

Adds more voiceline/sentence variety to Metropolice and Combine Soldiers, as well as fixing a few non-functional lines.

NOTE: This modifies sentences.txt and might not be compatible with audio replacement mods that don't respect the weird little audio system they got.

Other changes:

- Adds volume priority to certain important voicelines to allow them to be heard more clearly.

- Prevents metrocops from always saying their light pain voicelines. (Excessive repetition.)

- Way more variety on combine soldier idle combat chatter and other low-count chatter.

- Altered a few lines of chatter to match existing terminology.
