Engies Tuneup Inactivity Refund

Description
Engie's Tuneup buff no longer decays while the generator is inactive.

Duration can be adjusted in mod options. Vanilla default is 1800 seconds.

yep.. its a bonus based on time.. so generators that run *ALOT* should have tune ups all the time.. and those not running alot should not be.. this changes so all are benifitting
not sure if i like it for my play ( your liking and desire can be different! )
