Adds 4 new harvest conditions:

- Tornado Outbreak
A weak disaster limited to the U.S and Canadian plains/praries and Dixie

- Tropical Cyclone
A strong disaster limited to coastal regions around the
equator

- Earthquake
A devastating disaster limited to places with high tectonic
activity, especially the ring of fire, which experiences more
earthquakes.

- Volcanic Eruption
A devastating disaster limited to the Ring of Fire, Iceland, Sicily, and Wyoming. A new positive condition, Fertile Grounds will occur following an eruption.

Tornadoes, Cyclones, and Volcanoes have been given special graphics.
Additionally, Frosts have been renamed to Blizzards and given new effects
