Federation Overhaul [3.14.x]

Description
Federation Overhaul takes Federations to a next level: Most Federation types can now unify into a supranational superstate when reaching the final federation level. Research Federations have received a massive buff and scholarium vassals have been improved as well. Additional tweaks have been made to the Arena Combat-Challenge, as now Machines and Hive empires can participate in the fights as well, if a new law is passed.

What this mod adds/changes:
- 3 New Federation Law Categories
- 6 New Federation Laws
- 5 New Civics (added after Federal Unification)
- Ability for Gestalt Empires to participate in the Arena Combat Challenge
- New Event Texts for Arena Combat Outcomes

- Research Federation members now truly share their technologies - Every federation member automatically receives all technologies the other members have researched each year (unlocked for non-research federations after reaching high centralization, must be enacted via law)

- Scholarium Vassals now automatically share all their researched technologies with their overlord instead of only giving research bonuses [Requires Overlord DLC]

- New Events

More content is planned in the future, e.g. new federation types for pacifists and gestalts, so stay tuned!

@Sparble i've tried monitoring researched techs, compared tech levels between our empires, and watching for every new year, but there's been nothing. no shared techs or lag spikes; my only assumption is that the transfer isn't triggering at all. we have a few other mods (gigastructures, planetary modifiers, and darkspace being the big ones), but we're certain that none of them affect federations at all.

@♡ cherry ♡ no events, if the law is active every year (1.1.) a random federation member is selected and all other members automatically research the techs the selected member hs unlocked. Only indicators are for one that you have new buildings/megastructures/ships/anything that requires said tech or a lag spike on the first of each year.

friend and i are in a research cooperative, but our techs aren't sharing? we have the law set to exchange tech every year. no events or indication that anything is happening.

@Raicerit yes, if you set your succession type to "Challenge" there are various options, including an option where all leaders fight 1v1 in an arena

I don't think the tech sharing should be limited to Research Cooperatives. Maybe have it be a law that all federations can have, but Research Federations have a reduced centralization requirement for it. Would kill two birds with one stone, you don't get the absurdly powerful tech sharing right off the bat, and you aren't forced to use a Research Federation to get it.

Outright sharing techs rather than giving boosts is absurdly powerful...
