Incompetent court positions notifications

Is the vanilla game sometime your physician ends up with a terrible aptitude (mainly due to infirm trait) and you don't get the info unless you open manually the court window.
This leads to sometimes you play for years with a terrible physician without knowing it, especially when you are focused on a war.



- add a dangerous notification in the current situation top bar when your physician have a terrible or poor aptitude. Clicking on the notification will open the court window.
- add a notification if one or more of your court positions or officers are poor or terrible
- add a notification when you are not employing a court physician and have 0 or negative income. Usefull for landess adventurer.
- add a dangerous notification when a powerful court position/officer has bad opinion of you, are rival/nemesis, have the disloyal trait or have a grudge on you
-add a dangerous notification when your spymaster has bad opinion of you, are rival/nemesis, have the disloyal trait or have a grudge on you


With everything. But custom court positions or officers from other mods won't trigger, only vanilla ones.

For those who want to make a compatibility mod for others mods that add custom position, i've made a template with instruction in the mod folder. Check the folder "mod compatibility template" and follow the instruction. It's very simple.
