I didn't quite understand the question, what exactly needed to be explained?
1 - If there are players in the scenario zone, then nothing will respawn in that zone, but if there are no people and the timer passes, then everyone will disappear and when you enter the spawn zone, everyone will respawn.
2 - There is currently no feature that allows some types of objects to remain forever, only if they go outside the scenario zone and the checkbox that deletes objects that go outside the zone is not checked.

Perhaps you have not saved the objects. Your scenario should be in the list of scenario.
