TDC Target Speed Dial+ Fix

Description
Fixes the misalignment of the TDC target speed dial.

This fixes the ~0.5 kn visual vs tooltip error on the TDC's target speed dial.

Additional, this fixes the single digit AOB dial - correcting it so green numbers correspond to the green side of the AOB dial and similiarly with the red numbers.

Savegame compatible and uninstalls cleanly.

Can confirm that it has not been patched yet.

Unsure ATM, away from computer. That said, I didn't see anything in the patch notes that would indicate that this very minor bug was patched.
