By Chrono Triggered
With this Guide, we can Improve the Quality of the Game a little bit.
And Heads Up if you do this u might lose some Performance but for me, it's working fine right now.

Motion Blur only
With this, we only Disable Motion Blur

Go to the Library on Steam and Press Right-click to access a little window

If you then continue on Manage and then click on Browse local files it should open
your Game Folder

It should look like this continue this path down to

\Romancing SaGa 2 RotS\Game\GlobalConfig\Saved\Config\WindowsNoEditor

In there u will find many .inis, but we need only one called Engine.ini
we open it and scroll all the way down and add these commands to it

[SystemSettings]
r.MotionBlurQuality=0
r.MotionBlurMax=0

It should look like this

And then run the game and Motion Blur should be disable like it is for me
Everything Else that Improve your Quality
These here are the other commands u can add to the motion blur commands to improve the Visuals

Go to the Library on Steam and Press Right-click to access a little window

If you then continue on Manage and then click on Browse local files it should open
your Game Folder

It should look like this continue this path down to:

\Romancing SaGa 2 RotS\Game\GlobalConfig\Saved\Config\WindowsNoEditor

in there u should see Engine.ini and this is the file we open to add some commands to improve the Quality

The Commands we add:

r.DepthOfFieldQuality=0
r.BloomQuality=0
r.ScreenPercentage=200 ; Optionally enable super-sampling by setting up to 200%

r.ScreenPercentage can be changed from 0 to 200 or even in between like 125, 150, 175,
but 100 should be the default value

It should look like this here

and with this the game will look much better and less pixelated (for me at least)
Removing the Changes we made
Just remove the commands we added through out the guide, and you're good to go.

Even with camera motion blur turned off, textures still seem blurred until the camera stops on items like character armor. Is there some setting to disable that? Or maybe they assumed motion blur would mask it?

also i dont know if the game uses chromatic but id turn that off with r.SceneColorFringeQuality=0

to help with the blurryness
if the game uses AA try turning AA off
r.PostProcessAAQuality=0

or try the following
r.Tonemapper.Sharpen=0.8
r.TemporalAA.Upscaler=1
r.TemporalAA.AllowDownsampling=0
r.TemporalAACurrentFrameWeight=1
r.TemporalAAFilterSize=0.8
r.TemporalAAUpsampleFitered=1
r.TemporalAASamples=8
r.TemporalAA.Upsampling=1
r.TemporalAAPauseCorrect=1

Just FYI steam deck can't handle 200% and run stable 60FPS. Will check 125 and 150 when I get home today and update comment.

ScreenPercentage should render a higher resolution image like better textures. You can sometimes change in some Games the settings called Resolution Scale from 100% which is your native resolution to 200% or lower to aim for better quality
