[PF] Black Mesa Source Footsteps

Description
This adds Black Mesa Source's footstep sounds to gmod.
I was almost able to recreate this 100% but im not that skilled with scripts yet

i saw that is the way surfaceproperties.txt is written, no idea what to do about it

Nice port! It seems like some landing sounds are mixed up though. Plastic & Tile surfaces have a very gravelly, crunchy landing sound, and gravel uses the concrete landing sound.
