Hololive City-States

Description
Replaces all city-states with the fandoms of Hololive. Now you too can compete for the hearts of the Takodachi!

If using Community Patch/Vox Populi, any active Hololive civs (from mods by Blue or StarFishy) will disable the corresponding city-states.
