Description
Note:I made this in hurry and I made this just to make this edict more FUN for MYSELF, you might not like these changes and they might feel unbalanced.
This mod changes the edict, Damn the Consequences:
In vanilla DtC uses a percentage of your total unity surplus. This causes fluctuations in the unity it uses. This is intended, but I think its stupid.
It does not use edict fund, yet it displays it as if it does, which is a bug.
Doubling pop upkeep is a death sentance for egalitarians while just a minor nuisance for hiveminds.
These factors make this edict useless unless you are a tech-rushing hivemind, and limit its fun, which is sad. So I changed it to:
1-Use edict funds properly
2-Not scale from unity surplus, but from empire size like all other edicts
3-instead of twice the pop upkeep, it now increases pop upkeep by %40 and pop food/mineral usage by %25 (which gets affected by pop upkeep)
These changes are supposed to make this edict easier to use, remove the stupid display bug by simply making it benefit from edict funds and make this edict viable for all empires.

But most importantly, it is supposed to make this fun when I'm using a spiritualist, unity focused empire.
