Honestly, I'd be wrapping myself in magazines.

Craftable magazine armor that can be worn "tight" and "loose"

Head
Neck
Torso
Right/Left Bicep
Right/Left Forearm
Right/Left Thigh
Right/Left Shin

Magazines + Ductape
Double-Up for more protection, but less mobility.

Sadly broken in 42.12 after the player body locations have changed
