Heavily Nerfed Plagues

Description
Simple as that. They'll still happen, but they should happen a LOT less and be weaker.

Shorter duration, drastically reduced Army-to-Region/Region-to-Army/Region-to-Region spread chance, etc

Newest campaign shows drastically nerfed plagues. Further testing underway with other tables.

No clue, I'd have to test it. CA tends to change a fair bit in 8 or so months and I've been playing Mortal Online 2.
