Adds:
- Cheat Traits Giving All Sorts of Bonuses For Custom Empires
- Unlocked Minor Faction Citizens Traits
- Removed Custom Trait and Population Point Limits
- Make A Request if you want a Particular Feature Added

It's too much to give +5 luxury or strategic resources altogether. I thought it would give a fixed figure, but it would give to all planets. +1 alone would double production. The minimum of +5 would pay at least five times, seriously ruining the balance.

So, does this only apply to custom (your build) factions and not the general AI for non-player factions, or any custom faction regardless of the operator (player/s and/or AI)?

Is it possible to make AI empire not able to develop by making a faction with specific traits? (For example, a trait that multiply industry with zero.)
