After starting the war, some of the pirates had taken chirpos hostage. Some saw this as horrible, but Carlos saw it as an opportunity. WA already had all of the necessary things to take down a factory, so they only needed something to bring the chirpos back. They reused the helicopter blades of the Osprey and built a new frame around those, capable of carrying 14 chirpos at once.
