These skirmishers sit at the rear of the maniple covering legionaries, and showering enemies with arrows.
Most low rank archers are drafted from villages and small towns where people hunt for food, they are given relatively efficient training and are equipped with minimal armor as they are not meant for hand to hand combat.
You can shoot the bow using the invisible crossbow (idea from aris01).
