Traits Purchase System [Less Restrictions]

Description
This is a basic edit of the Traits Purchase System Mod that removes some of the restictions with purchasing.

Blacklisted Traits are grey now, other previously unavailable now cost 6, but there may be duplicates. This should also improve trait mod compatibility.

XP Sandbox settings also support fractions now.

Also increased the windows height.

@DahakaMVl You need to change the folder names in your mod structure. It is making issues with the original mod for users, here https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=3211693903

mods\TraitsPurchaseSystem\media\lua\client\TraitsPurchaseSystem
should be changed to something like

mods\TraitsPurchaseSystem_lessrestrictions\media\lua\client\TraitsPurchaseSystem_lessrestrictions

I uploaded my version of this mod, combined what I liked most from both mods version(hakcenter and dahakaMVI "less restriction" versions) and made some tweaks/balance.
