Cult center slots fix

Description
Simply changes available slots in the new cult centers (ex; Dur-Kurigalzu) from 8 to 10 to match old cult centers. Wont break victory conditions.

Startpos Mod so will conflict with other startpos mods and requires a new campaign.

Could you edit this to give Babylon and Amarna 12 slots rather than 10? As single-region provinces they need it

The table that I edited was start_pos_regions you can find the column that has the slot_cap.

Amazing! I'm going to test this now by jumping into a Ninurta campaign and seeing if I can finally get my victory :) will report back!
